Recent FDA changes could expand drug testing options, but can Alaska trucking companies use saliva or hair tests instead of urine testing?
Not yet. While the FDA’s October 2026 decision may help make additional testing methods available, employers must still follow existing Department of Transportation (DOT) drug testing requirements.
What Changed With FDA Drug Testing Rules?
On October 6, 2026, the Food and Drug Administration (FDA) removed certain premarket notification requirements for specified drug testing systems. This could make it easier for laboratories to pursue additional testing options, including oral fluid testing.
However, FDA requirements and DOT regulations are separate. The FDA’s decision does not automatically make new testing methods acceptable for federally required drug tests.
Which Drug Testing Methods Are Allowed Under DOT Rules?
Not all drug testing methods are currently available or authorized for DOT compliance.
- Urine testing: The established and currently available method for DOT-required drug testing.
- Oral fluid testing: Also called saliva testing, this method was authorized by DOT in 2023. However, employers must wait until at least two HHS-certified laboratories and the required collection arrangements are available.
- Hair testing: May be used in certain non-DOT workplace testing programs but is not authorized for DOT-required drug testing.
As of the September 30, 2026, HHS laboratory notice, no laboratories were certified for federal oral fluid drug testing. Urine testing therefore remained the available option for DOT compliance.
What Should Alaska Trucking Employers Do?
Employers should continue following current DOT testing procedures rather than changing their programs based on the FDA announcement alone.
Before introducing new testing methods, employers should:
- Continue using compliant urine testing for DOT-required tests.
- Monitor HHS laboratory certifications and DOT updates.
- Keep DOT and non-DOT testing programs separate.
- Review company policies before adding alternative testing methods.
A hair test or another non-DOT test cannot replace a federally required DOT drug test. Employers must continue following 49 CFR Part 40.
